The Bastrop County Transportation Plan received input from the public through an online questionnaire. The questionnaire included a variety of questions about the travel and commuting patterns of citizens as well as accessing the transportation priorities of the public. The results included 441 responses, which are currently being tabulated.

What is a Comprehensive Transportation Plan?
A comprehensive transportation plan is a transportation blueprint for the next 30 years. The plan identifies existing conditions and future needs for all modes of transportation including roads, bicycle and pedestrian facilities, freight and passenger rail, and all other means of public transportation. In addition, the Plan addresses safety, congestion, and system connectivity.
Why does Bastrop County need a Comprehensive Transportation Plan?
Bastrop County has experienced tremendous growth in population and commercial development in the past 10 years and it is expected to continue (please see aerials of Bastrop showing growth). By planning now for future transportation needs, the County will be better positioned to maintain the current quality of life as the growth continues.

What is considered in this planning effort?
Existing land use, proposed future land use, comprehensive plans of cities, Opportunity Bastrop County plan, existing and projected growth patterns, commuter patterns and traffic forecasting are being considered in this planning effort.
How will this Plan work with other Plans?
This Plan will build on the work of Opportunity Bastrop County as well as incorporate plans developed by the cities of Bastrop, Elgin and Smithville. Also, the Plan will take under consideration existing plans developed by other entities including Independent School Districts, TxDOT, utility companies, and emergency services. The Plan will also coordinate with the plans of other regional planning entities such as the Capital Area Metropolitan Planning Organization (CAMPO).
Who is participating in developing the plan?
The development of the plan is driven by the citizens of Bastrop County. The Texas Department of Transportation (TxDOT) is sponsoring the initiative with the assistance of a Project Resource Team which includes Bastrop County, the Capital Area Council of Governments (CAPCOG), Texas Transportation Institute (TTI) and URS Corporation as the consultant.
Steering, Technical Advisory, and Citizens Advisory Committees have been formed to assure the plan is developed by Bastrop County and for Bastrop County. Please see the Committee Document for more information.
Committee Structure
How do citizens of Bastrop County participate?
Citizens can participate in several ways. First, the Project Resource Team will hold 3 rounds of public meetings as well as smaller community meetings throughout the development of the Plan. The Project Resource Team will also distribute quarterly newsletters and comment cards to share information and collect input. When will this process be complete?
The project has been scheduled into 3 phases and will be complete in late 2009.
Phase I – Project Initiation (Fall 2007 to Spring 2008)
Phase I included data collection and review, executing a Memorandum of Understanding between the county and cities, developing a Public Involvement Plan, and defining project management and coordination.
Phase II – Needs Assessment (Spring 2008 to Winter 2008)
During Phase II, the Project Resource Team will review land use forecasts, traffic projections and travel demand modeling. The team will also evaluate needs analysis and scenario planning, and implement the Public Involvement Plan.
Phase III – Plan Development (Winter 2008 to Fall 2009)
Phase III activities include project prioritization, developing a financial plan, additional public involvement, and the final Plan adoption process.
